1.實施農村黑臭水體管理三年行動。推包養動宿州、亳州、六安3個國家和懷寧縣等11個省農村黑臭水體管理試點單位開展試點，規范資金應用，進步管理成效；指導合適條件的市申報2024年國家農村黑臭水體管理試點，會同省財政廳開展2024年省級農村黑臭水體管理試點。鼓勵“以管促治、以用促治”，摸索開展農村黑臭水體資源化應用管理試點，推進農村水體管護與應用。修訂農村黑臭水體管理考察評估辦法，制訂農村黑臭水體資金獎補辦法。開展農村黑臭水體試點任務調研和管理成效“回頭看”。

2.分類推進農村生涯污水管理。編制安徽省農村生涯污水資宋微只好回道：「沒事，我就回來看看。」源化應用技術手冊，以資源化應用包養合約和生態化處理為導向，隨機應變開展農村生涯污水管理。開展農村生涯污水處理設施問題排查整改專項行動，著力解決設施閑置、空轉及包養管網不配套、運行不正常、出水水質不包養網達標等凸起問題。摸索整縣包養網推進漂亮鄉村建設。

3.加強農業面源淨化管理與監督指導。持續推進肥東縣農業面源淨化管理與監督指導試點，慢慢完美農業面源淨化管理技術庫。開展畜禽養殖淨化防治和糞包養網污資源化應用問題專項整治行動；出臺《促進肉牛產業綠色安康發展若干生態環境保護辦法》，支撐肉牛產業包養振興。

4.推進鄉村生態振興。制訂《2024年安徽省鄉村生態振興任務包養條件要點》，完成2023年鄉村生態振興試點驗出工作；開展2024年鄉村生態振興試點，新增150個試點。鞏固拓展脫貧攻堅結果同鄉村振興有用銜接。制訂實包養合約施“兩縣兩村”年度幫扶計包養劃，開展鄉包養網村基層干部、鄉村振興帶頭人長期包養和專業人才培訓，組織開展現場調研、結對共建、聯系幫扶、駐村幫扶、社會幫扶等任務。

傅梦霞一遍遍向村民解释，按照政策，子女变更为城市户口后，村里是不给分田的；况梦华脱掉鞋袜包養網跳进水田，和老乡一起插秧；黄彬一边吃辣椒一边写方案，参与策划了村包養里的首届辣椒文化节……

2020年，江西省宜春市公开招考1000名大学生专职村干，鼓励大学生回原籍村任职，傅梦霞、况梦华和黄彬都是新入职的专职村干。“要培育一批懂农业、爱农村、爱农民的基层后备干部力量。”宜春市委书记于秀明向记者介绍招考的初衷。

2021年1月，1000名年轻村干奔赴各自的岗位。疫情防控、助力春耕包養網、组织厨艺大赛、开展党史学习教育……这些年轻人把青春的汗水洒在了家乡的土地上。

希望生活充包養網满七月般的热情

第一次下村，上高县泗溪镇的傅梦霞就感受到了“春寒”。当时，疫情防控要求登记新进村人员的相关信息，部分村民对这个年轻人并不买账，老村干部开口解围时才愿意提供信息。

“填表是一件非常细致的事。”傅梦霞说，在那份摸底排查信息表中，村民要填写18项内容。有的村民会提出各种疑问，傅梦霞听不太懂语速快的方言，再加上村民好奇的打量，时常让她感觉如芒在背。

谈起村干工作，傅梦霞觉得比填表还难的，是向村民解释政策。

“我怎么没有危房改造补贴？”“情况差不多，凭什么他评上低保？”“账目里包養这笔钱是怎么花的？”“我儿子为什么不分田……包養”

面对这些提问，傅梦包養網霞把政策细则一条条讲给村民听，渐渐地，她会将情感注入到村民的家事中。老同事则告诉傅梦霞，“要有为他们考虑的心意包養，但工作必须以政策为准。”

傅梦霞说，在寻求理性和感性之间的微妙平衡时，“好像明白了，好像又差点”。

下班以后，傅梦霞会逗逗自己的猫“七月”。之所以给它取名叫“七月”，包養一是因为小猫被领养时刚好7个月大，另一个原因是希望生活充满7月般的热情。

傅梦霞说，得益于组织和前辈的培养，现在自己工作越发熟练；“七月”则得益于自己的照顾，长胖了很多。

“我们俩，都在变得更好。”傅梦霞说。

春耕育秧并肩作战后的意外收获

水稻是南方最普遍的粮食作物，江西农民一年两季种植水稻。早稻种包養網植阶段，上高县芦洲乡村民向村干部反映人手不足，怕影响育秧。5名村干商量后，决定组队去帮村民干农活儿。

在郭溪村任职的大学生村干况梦华自信满满地挽起裤脚就下了地，还没干活儿包養，已开始脸红流汗。倒不是因为累，而是因为他之前觉得农活儿简单，下了地却手都不知道往哪包養網儿放，每一步都要问别人怎么做，“为自己的自大而脸红流汗。”况梦华说。

路过的老乡看见了，便对着水田喊，这么白的腿，也会下地“作田”了。

“农民是大地的艺术家。”况梦华边看边学，看村民在田两边插好两端带木桩的绳子，沿着绳包養網子顺序摆放育秧盘，动作如行云流水。

摆盘时况梦华闹了笑话。他发现田里有积水，于是一边摆盘一边在田里舀水。村民看见了，隔着田垄笑着喊：“后面会统一排水的哦。”

尽包養網管包養網动作生疏，但好在人多力量大。一天包養下来，村干们手忙脚乱帮村民包養網提前完成了育秧工作。况梦华包養網表示：“再也不觉得种地是纯体力劳动了，里头有很多经验值得学习。”

这场春耕，让大学生村干们有了意外收获。

以前村民见到他们很拘束，沟通时硬憋着说普通话。经过春耕育秧这场并肩作战以后，村民们明显感受到，大学生村干是“自己人”，包養網于是变得熟络了许多。最近进行养老保险认证时，村民们就直接用方言喊：“小况，来帮我弄下。”

乡村振兴的重点是产业振兴。近日，上高县部分大学生村包養干还走进翰堂镇中楼村，学习该村烟草产业的发展模式。“我们都是新人，借鉴优秀村的经验，包養工作才有谱包養網。”况梦华参观后说。

创新带来更多可能与自信

在产业振兴的路途上，高安市的大学生村干黄彬，正投身于火热的辣椒产业。

这个“五包養一”假期，在高安市上湖乡赤星村的广场上，春风吹来辣椒的香味。这香味来自首届辣椒文化节的厨神大赛。

文化节里忙前忙后的黄彬进村前几天才知道，自己要来的村子竟是有名的辣椒产地。和许多江西人一样，黄彬包養平时就很爱吃辣椒包養網，不过并没见过辣椒的种植与生长。

进村工作以后，黄彬每天都要路过大片的辣椒地：“看见辣椒生长的点滴变化，对土地会产生敬畏之心。”

进村前在传媒领域创业的黄彬发现，这里的辣椒口感、外形都较为优异，不过在品牌化发展上，还有待开发。

一边吃辣椒，一边写包養方案。黄彬在计划书里建议设计人物形象VI，增加品牌辨识度，于是辣妹、椒哥两个动画形象被设计出来，用作推广上湖辣椒品牌；黄彬还参与策划了首届辣椒文化节，活动当天被晒得手臂脱皮……

首届辣椒文化节的主题是厨神大赛，各路大厨使用上湖辣椒做出了一道道特色菜肴，整个广场都弥漫着辣椒的香味。包養

黄彬记得，自己印象最深的一道菜就是青椒小龙虾。市场上平时用干煸红辣椒来炒小龙虾，而这道青椒炒出来的小龙虾保持着食材本来的鲜香。最重要的是，黄彬与村民包養看见了关于辣椒的另一种可能，对上湖辣椒有了更多的自信。

首届辣椒文化节落幕以后，黄彬思考，未来的文化节可以通过更多的模式助力乡村振兴：如从采摘环节就开始比拼辣椒的嫩度外形口感，举办采摘活动吸引父母带小孩来游玩，用研学活动让学生体会土地的神奇……

黄彬希望，自己在上湖拍出的辣椒推广视频，能通过大众传播媒介，展示给更多人。

村两委换届中，460名大学生专职村干当选为“两委”成员，为全市基层组织输入新鲜血液。宜春市委常委、组织部长余正琨介绍，1000名大学生村干中本科学历占比63%，95后占比43.3包養網%，大幅改善了村干部队伍的年龄和知识结构。

“基层治理中，一直存在干部学历低、易流失的困境，存在招不到人、留不住人的窘境。”奉新县上富镇党委书记温宁告诉记者，大学生专职村干对宜春市村干部队伍起到了一定的调节作用，为乡村发展留住了人才，成为宜春市提升基层干部整体素质、推进乡村振兴的生力军。
